We now try only to find a specified catalog. Fall back to other
catalogs listed in the locale list is now done in __dcgettext.

Now we provide message fall back even to different languages.
I.e. if a message is not available in one language all the other
in the locale list a tried. Formerly fall back was only possible
within one language. Implemented by moving one loop from
_nl_find_domain to here.

* First official release. This directory contains all the code
needed to internationalize own packages. It provides functions
which allow to use the X/Open catgets function with an interface
like the Uniforum gettext function. For system which does not
have neither of those a complete implementation is provided.
